The Council offers its members and their schools an array of valuable resources that help advance quality educational opportunities throughout the state.  From practical management tools to customizeable forms and resolutions, the Council is working to ensure broad access to necessary information and helpful materials.

Charter Application Form

Resources_CharterApplicationFormThe Council has supported streamlined authorizer functions through the development of a common "phase one" charter school application packet. This change will allow charter school founders to prepare a single abbreviated application form that will be accepted by most Michigan authorizers, rather than using a different form and process for each.  Once an authorizer expresses initial interest in the "phase one" application, the charter school founder will work through a more detailed process that is unique to that authorizer.

The Council has adopted a common application cycle which will begin in January of each year.  Phase one applications will be accepted by individual authorizers from January 1 to February 1, with application reviews to continue through the spring of that year. Note that each authorizer has the ability to choose if an applicant will move on to phase two.

For candidates that have been chosen to progress on to the next phase, phase two will continue for a year--from summer to summer--so that a school, if granted a charter, can be ready to open the following fall. The entire application cycle will last approximately 18 months from application to school opening.

Master Calendar

Council members have developed a common master calendar of reporting requirements that will help charter school operators keep track of key regulatory and Resources_MasterCalendarcontractual deadlines.  This change should provide more consistency and efficiency to operators working with multiple schools and authorizers.

In addition, the 2011-12 calendar has been updated to include related statutory and regulatory citations.

DIRECTOR OF FISCAL PERFORMANCE & ACCOUNTABILITY

Location for position will be Mt Pleasant or Lansing, MI.
Charter Schools. Responsible for overseeing the University's oversight activities associated with charter contract compliance and enforcement in the area of public school accounting and finance, including reviews of audited financial statements, quarterly financial statements, budgets and amended budgets. Perform high level review of Individualized Performance Reviews as it relates to each school's financial performance. Set standards and review financial aspects of global processes. Supervise staff. Oversee responsibilities associated with Educational Service Provider Policies and agreements. Oversee state aid intercept agreement process as it relates to the University's role as fiscal agent. Oversee charter schools' compliance with insurance requirements. Oversee lease reviews.

Represent the University on state level committees. Required qualifications include bachelor's degree, preferably in accounting or finance; three years professional experience, including working with financial statements, budgets, capital financing options, business plans, etc. Supervisory experience; strong knowledge of governmental accounting standards; ability to assist in the management of multiple assignments while balancing competing priorities with attention to detail; excellent verbal and written communication skills; working knowledge of MS-office and/or other software programs; ability to project positive image; must be willing to travel as needed.

Desired qualifications include CPA certification; knowledge of charter schools/public education; auditing experience; master's degree in related field. Wage rate: Commensurate with qualifications. Hours: Monday-Friday, (8:00am-5:00pm; nights/ weekends as necessary).
